Re-activation after hard drive failure.

Being a reseller for sas, the following concerns me:

If a customer has SAS pro and their hard drive fails, how do they activate the new copy? I write their key on the invoice and also keep a copy myself, but if neither of these are available for whatever reason, then what happens?

I've seen this question posed once before and Nick responded that they should send a support ticket. So, couldn't anyone just download SAS Pro and state in the support ticket that their old computer died and they don't have the key?
