You can see if real-time protection is active by the green shield over the bug icon in the system tray. There isn't a separate service for real-time protection, it's part of SASCORE. Real-time protection does not actively block cookies, only real malware threats; It is always monitoring your system but you won't notice unless a threat is detected.
