A reboot is required because SAS detects that one or more of the cookies is in use.

Do you think close browser enough instead of reboot pc ?!

For example : Norton 2012 deletes cookies without rebooting pc
Why SUPERAntiSpyware is the only one who requests it. :-(

This has been an SAS "peculiarity" for as long as I remember. I just ignore the reboot message.
